It’s worth noting that Article 25 of the “Interim Regulations on Express Delivery” clearly stipulates that: companies engaged in express delivery services should deliver the express mail to the agreed receiving address and inform the recipient. The applicant or the consignee accepts the inspection face-to-face. The recipient or the consignee has the right to check and accept in person. This means that the express delivery can only be placed in the cabinet after confirming with the recipient, otherwise it is illegal.
