On December 3,  Zhaoyang District, Zhaotong City, Yunnan Province issued a notice on regulating the management of dog raising in the central city district , stating as follows:

1. Dogs are prohibited from entering public areas

It is prohibited to bring dogs into public areas such as government agencies, medical and health, educational institutions, enterprises and institutions.

When going out from 00:00 to 6:00 in the morning, dogs must have a leash and wear mask. Dog owners should clean up dog excrement in time; no dogs are allowed to enter the following public areas from 6:00 a.m. to 00:00 in the morning. :

1. Main and minor roads, back streets and alleys in the central city;

2. Office areas and production areas of agencies, organizations, enterprises, and institutions

3. Hospital diagnosis and treatment area, school teaching area, student dormitory area, kindergarten and other activities venues for children;

4. Shopping malls, hotels, catering establishments;

5. Public places such as scenic spots, parks, squares, urban public green spaces, etc.;

6. Cinemas, museums, libraries, exhibition halls, stadiums (halls), dance halls, playgrounds and other public cultural and entertainment venues;

7. Airports, stations and other public passenger transportation places and public passenger vehicles such as taxis, buses, and online car-hailing;

8. Places for religious activities;

9. Other places with prohibition signs. 

2. Carrying out centralized cleaning of stray dogs

From now on, dogs in the central city that are not tethered, have not entered the public area within the specified time, and have no excrement cleaned up will be treated as stray dogs. Stray dogs will be collected and handled in a centralized manner by the city management and law enforcement departments, sub-district offices, and communities. The general public is invited to raise and walk dogs in a civilized manner.
