Recently, the Sichuan Provincial Departments of Education, Civil Affairs, Public Security, and Market Supervision Administration issued a notice to jointly launch a special action to rectify unlicensed educational institutions. The focus is on investigating and prosecuting unlicensed institutions and organization that carry out activities such as illegal schools and training under the names of “education consulting” and management”
It is learned from the Provincial Department of Education that there are currently about 9,000 off-campus training institutions in the province’s whitelisted and 1,000 blacklisted, as well as a large number of unregistered educational institutions and “cram schools”.
For institutions that meet the set standards, they will be assisted in applying for school permits and other related licenses. For unlicensed (licensed) training institutions that do not meet the set standards, they will be issued administrative punishment decisions in accordance with the law and ordered to make rectifications within a time limit according to the standards. If the set standards are not met within the time limit, they shall be ordered to immediately terminate the training activities. Institutions that refuse to implement decisions and continue training activities shall be banned by compulsory measures.
◎All kinds of off-campus training institutions that have not obtained school-running permits and business licenses (including corporate legal person certificates, private non-enterprise unit legal person registration certificates, and public institution legal person certificates, the same below), and various off-campus training institutions that carry out school activities without authorization;
◎All kinds of educational consulting (management) companies, trusteeship institutions, family education institutions, early education institutions, etc. that have obtained business licenses but have not obtained school-running permits, and carry out school-running activities without authorization;
◎ Branches and schools established by off-campus training institutions that have obtained school permits and business licenses;
◎Off-campus training institutions that forge, alter, rent, or embezzle others’ school permits and business licenses to carry out school-running activities;
◎Out-of-school training institutions that continue to carry out school-running activities because their school permits and business licenses have expired or become invalid;
◎Various forms of “cram school” organized by in-service teachers at various levels and schools for the purpose of charging.
